Born and raised in a small Appalachian town in West Virginia as the son of a police officer, Kelly developed an early passion for justice and the legal system. He attended George Washington University, earning his B.A. cum laude in Classical Humanities as an Honors Scholar. He was also awarded the University’s Elton Prize for the highest achievement in the study of Classical Greek. He seamlessly transitioned to George Washington University Law School, where he honed his legal skills before launching a distinguished career as a Houston personal injury lawyer.
Kelly began his practice at a large personal injury firm, trying his first case just nine days after being sworn in. With experience handling auto accidents, slip-and-fall injuries, and workers’ compensation claims in Maryland and Texas, he helped found Wyly & Cook, PLLC in 2013. As an experienced trial attorney, Kelly has tried dozens of cases before judges and juries and argued before several appellate courts. Kelly is admitted before the state courts of Texas and Maryland, the United States Court of Appeals for the Fifth and Ninth Circuits, the United States Court for the District of Maryland, and the Southern, Eastern, and Western Districts of Texas.
It is a point of pride for Kelly that he has been trusted by a number of fellow personal injury attorneys to represent them in legal matters.
Kelly is also proud to be Board Certified in Personal Injury Trial Law by the Texas Board of Legal Specialization. The certification process requires proof of substantial experience in personal injury trial law, continuing education in the area, and passing a rigorous examination.
Kelly’s commitment to advocacy extends beyond the courtroom. He was nominated to the prestigious American Board of Trial Advocates (ABOTA), an invitation-only organization for top trial lawyers and judges. He was also appointed by the State Bar President to serve on the Texas Disciplinary Rules Committee until its dissolution in 2014. He maintains membership in the Texas Trial Lawyers Association, where he previously served on the Board of Directors and the Advocates Board of Directors, and currently sits on the Amicus Steering Committee.As the Board says…

Kelly is a member of the Houston Trial Lawyers Association, where he is a former Vice-President and currently chairs the Amicus Committee and sits on the Board of Directors. He served a term on the Board of Directors of the 7th Amendment PAC, supporting talented and credentialed candidates for the judiciary. He is a member of the American Association for Justice and a Member of the College of the State Bar of Texas.
